Project narrative
On February 22, 2007, China Eximbank and the Government of Cambodia signed a $51,900,000 preferential buyer's credit (PBC) agreement for the National Road No. 76 (NR 76) Rehabilitation Project (Snuol to Senmonorom Mondolkiri Section). The borrowing terms of the PBC were as follows: 20-year maturity, 7-year grace period, and 2% interest rate. The proceeds of the PBC were to be used by the borrower to partially finance an EPC contract with China Road and Bridge Corporation (CRBC). The purpose of the project was to rehabilitate a 127 km segment of National Road No. 76 (NR 76) between Snuol district in Mondul Kiri province and the city of Senmonorom Mondolkiri (Sen Monorom) within Kratie province. CRBC was the EPC contractor responsible for implementation. The project was supervised by Guangzhou Wanan Construction Supervision Company. Rehabilitation works began on February 14, 2008, and the road was inaugurated on January 31, 2012.

The Chinese project title is 柬埔寨76号公路项目 or 克松至森莫诺隆76号国道 or 柬埔寨76号国道斯努至森莫诺隆段改建工程. 2. The China Eximbank loan that supported this project is not included in the Overseas Development Finance Dataset that Boston University’s Global Development Policy Center published in December 2020. 3. A groundbreaking ceremony for the National Road No. 76 (NR 76) Extension Project was also held on January 31, 2012. It was funded by a separate $89,273,400 China Eximbank preferential buyers' credit (captured via Record ID#32155). 4. On January 22, 2007, China Eximbank committed to providing a $207 million loan package for the “two bridges and two roads” project (involving Prek Tamaek Bridge, Prek Kdam Bridge, National Road No. 6, and National Road No. 8 (captured via Record ID#32113). The project captured via Record ID#32153 is a partial fulfillment of that commitment.
