Description

On 27 September 2013, a Memorandum of Understanding was signed between Kabul University and Shaanxi Normal University, named the China Shaanxi Normal University and Kabul University Exchange MoU. The Chinese government would provide government-sponsored scholarship to Afghan students to study in China, support the education of Chinese language in Afghanistan, promote exchanges between the two universities (carrying out teacher exchange programs and student exchange programs, as well as the exchange of information that is not limited to books, academic materials and other research publications), and also have the two universities jointly organize an international conference, seminar, symposia and other cooperation projects. In a report by Bakhtar News Agency, China would provide scholarship to Afghan students to study in two specific fields- education and hydraulic engineering. This is not the first time China has provided scholarship to Afghan students. As of October 2013, China had provided 50 scholarships to students from the Confucius Institute in Kabul University to study for two years in China. During an interview with Ambassador Deng Xijun on 21 October 2013, the Ambassador mentioned that China had provided scholarship to "hundreds of Afghan students". The signing of the MOU was witnessed by President Hamid Karzai and Chinese President Xi Jinping. The MOU is one out of three documents signed on that day; another document signed was the agreement under China would provide Afghanistan about US$32 million in grant (See Project ID#34665)
