Project narrative

On October 28, 2014, Chinese President Xi Jinping and President of Afghanistan Ashraf Ghani signed an Economic and Technical Cooperation Agreement (ETCA) in which the Chinese Government committed to providing RMB 500 million in grant funding to the Government of Afghanistan in 2014 (as captured by this project) and another RMB 1.5 billion in grant funding from 2015 to 2017 . On April 5, 2015, Chinese Ambassador to Afghanistan announced that China would send a team to Afghanistan to draw up the framework for the disbursement of the RMB 2 billion .
