Project narrative

In November 2005, a Momentum of Understanding was signed of the Xepone 3 hydropower project in Laos (or Xepon 3 or Sepon 3). On April 21st, 2008, China National Machinery & Equipment Import & Export Corporation and the Lao government signed MOU to finance the project. ("老挝Xepone 3水电站项目MOU签订情况简介", "Rethinking Investments in Natural Resources: China’s Emerging Role in the Mekong Region") Xepone 3 hydropower project (down) is located in Saravan, Laos, with an offtake capacity of 30 MW and annual energy of 150 GWh p.a. Xepone 3 hydropower project (up) is located in Saravan, Laos, with an offtake capacity of 70 MW and annual energy of 280 GWh p.a. The project period is from 2008 to 2015. The ownership is in the form of IPP. ("2010 EDL Generation Public Company Bond Prospectus", pdf p.22). There is no implementation information about the project that it seems to stay
