On December 22, 2002, Rwandan Foreign Minister Charles Muligande and Chinese officials signed an agreement in which China granted 30 million RMB to Rwanda for unspecified projects. It is unclear whether these funds were ever disbursed and for what purpose.

This entire project was originally based off of the Pana Press article reporting a $5.5 million USD grant. Because this source is unavailable, AidData relies on source ID 100317 page 9 which says that China granted a total of 30 million RMB to Rwanda in 2002. It is unclear whether all of that was offered during this December 2002 meeting.
