On 23 March 2011, the Chinese Government signed an Economic and Technical Cooperation Agreement (ETCA) granting 50 million RMB ($8 million USD) to the Government of Seychelles for Glacis school project (#55801) and housing projects at Les Mamelles (unclear whether phase I [#67498], II [#55633], or III [#69021, #68960]) and the Corgate Estate at Mont Fleuri (#55616). The financial breakdown is unclear. The school is expected to have 12 classes for primary level children and six for the creche, as well as administrative offices and specialist rooms for subjects like art. Construction was to commence at the end of 2011. The Les Mamelles housing project was agreed upon in 1999, but these funds will contribute to its completion of 237 housing units. It is unclear how the funds will contribute to the Corgate Estate and Mont Fleuri. The other agreement signed that same day is captured in project #68806.
