On December 6, 2004, China Eximbank and the Government of Botswana signed an RMB 200 million loan framework agreement. Under the terms of the agreement, China Eximbank agreed to lend up to RMB 200 million to the Government of Botswana for the construction of 725 housing units in Gaborone, Maun, Jwaneng, Lobatse, Palapye and Francistown. Any borrowings through this framework agreement will carry the following terms: 15 year maturity. 4 year grace period, and a 3% interest rate. It is not known if any subsidiary loan agreements were approved through this framework agreement.
In the database of Chinese loan commitments that SAIS-CARI released in July 2020, it records this RMB 200 million framework agreement as having resulted in a $4 million concessional loan and a $24 million buyer’s credit. However, AidData has not identified any official sources that corroborate the existence of a $4 million subsidiary loan or a $24 million subsidiary buyer’s credit.
