On March 23, 2008, the Chinese Government China and the Republic of Congo signed a loan agreement worth 2 billion CFA francs. The loan carried the following terms: a 20 year maturity, a 10 year grace period, and a 0% interest rate. The proceeds of the loan were used to be used by the borrower to support the construction of a library at the University of Marien Ngouabi (see Project ID#18223), the construction of three rural schools (see Project ID#1071), the construction of the Sino-Congolese Friendship Hospital Construction Project in M’Filou (see Project ID#30201), and the construction of a water tower in Oyo (see Project ID#1060). The loan agreement was signed in Brazzaville by Congolese Minister of Economy, Finance, and Budget Issoïbéka Pacific and Chinese Ambassador to the Congo.
This loan was almost certainly approved through an Economic and Technical Cooperation Agreement (ETCA) and it supported multiple projects, so AidData has coded it as an umbrella project.
