Description

During Chinese President Jiang Zemin’s visit to Cambodia in November 2000, the Chinese Government and the Government of Cambodia signed at least six agreements, of which one was an Economic and Technical Cooperation Agreement (ETCA) to give 100 million yuan assistance to Cambodia. Among this 100 million yuan assistance, 50 million yuan was a grant (as captured in linked ProjectID#32019), and the remaining 50 million yuan was from an interest-free loan (as captured in this project). One official (who spoke on the condition of anonymity) explained that the aid might go help export soybeans to China, bring rice seed to Cambodia, or help facilitate Chinese investment in Cambodian factories.According to the Government of Cambodia's 2002 Annual Report, the Royal Government used the above amount for the purpose of the Royal Arm Forces. The specific sub-projects are unknown.
