Chinese Government provides RMB 30 million interest-free loan — via ETCA — for multiple projects (Linked to Project ID#56260 and ID#57032)

On May 15, 2007, after meeting with the President of Cape Verde, Chinese Premier Wen Jiabao announced that the Chinese Government would build two rural schools in Cape Verde. The Chinese Government reportedly issued an RMB 30 million interest-free loan — mostly likely through an Economic and Technical Cooperation Agreement (ETCA) — to support the construction of these schools and potentially other projects (see NOVA University Lisbon). The Government of Cape Verde drew upon the proceeds of this loan to fully finance the Salineiro Secondary School Construction Project at a cost of CVE 82 million and the Achada Monte Secondary School Construction Project at a cost of CVE 82 million. The Salineiro Secondary School Construction Project is captured in Project ID#57032. The Achada Monte Secondary School Construction Project is captured in Project ID#56260) on the island of Santiago. Each were designed to have 12 classrooms, a cafeteria, an amphitheater, and sports facilities.

The Chinese project title is 援建两所农村学. The Portuguese project title is Construção de duas escolas rurais no nas localidades de Salineiro e Achada Monte.
