Description
On January 23, 2002, Egypt's President Hosni Mubarak and China's President Jiang Zemin signed an Economic and Technical Cooperation Agreements (ETCA), which committed RMB 30 million of grant funding for unspecified purposes. The agreement was signed in both Arabic and Chinese. On May 14, 2002, Egyptian presidential resolution no. 112 (year 2002) specified that the grant would be disbursed through an account established between the Central Bank of Egypt and the Bank of China. According to the same presidential resolution, a future exchange of letters between the two governments would determine how the grant proceeds from the ETCA would be allocated. Then, on September 7, 2002, Egyptian Presidential resolution no. 93 officially approved the Egyptian government's acceptance of the grant.
