Narrative

Full Description

Project narrative

On July 29th, 2022, a memorandum of understanding (MoU) for a Luban Workshop in Uzbekistan was signed by Tianjin Maritime College (TMC) and Tashkent State Transport University of Uzbekistan (TSTUU) online. Tashkent State Transport University was responsible for providing the school buildings, while the Chinese government provided equipment, technology and teachers. The first phase of the Luban Workshop in Uzbekistan had two majors: modern logistics management and information technology. Then, on October 16th, 2022, the Luban Workshop classroom was inaugurated. On the same day of the opening ceremony, the first training session was held, and China signed a memorandum of cooperation with Uzbekistan's TSTUU on strengthening school-enterprise cooperation, upgrading vocational education and training, and promoting cultural exchanges between China and Uzbekistan. The first class was held on November 4, 2022.

Staff comments

1. Luban Workshop (鲁班工坊) is a technical assistance program started by Tianjin's Vocational Institute in BRI countries. While it is an important Chinese foreign policy objective, the workshop is not funded through a specific fund or a government entity. Instead, it is heavily dependent on each project. While the Chinese government may directly fund some projects, Chinese SOEs or the specific vocational schools in Tianjin may fund others. As a result, AidData assumes an unspecified Chinese government agency has funded the project.
