On November 19, 2022, the Chinese Ambassador to Sudan Ma Xinmin and the Sudanese Ministry of Finance and Economic Planning Jibril Ibrahim signed an Economic and Technical Cooperation Agreement worth RMB 90 million (USD 13 million) ("驻苏丹大使马新民与苏财政和经济规划部长吉布里勒签署两国政府经济技术合作协定"). The grant was intended to fund critical projects related to economic and social development ("منحة بمبلغ 90 مليون يوان من حكومة الصين للسودان"). It is unclear which projects were ultimately funded.
