Project narrative

On September 7, 2022, a ceremony was held in which a memorandum of understanding (MoU) was signed by Wang Xuekun, Chinese ambassador to Rwanda, and Daniel Ngamije, Rwandan Minister of Health, to continue dispatching medical personnel from China to Rwanda for another five years. The MoU signing preceded the dispatch of the 23rd Chinese medical team to Rwanda. Members of the 23rd team arrived in Kigali a few days before the farewell party for the 22nd medical team that took place on December 28, 2022. The team stayed in Rwanda for approximately one year and was replaced by the 24th team on December 18, 2023. Similar to the teams before them, the medical team was primarily stationed at Masaka Hospital in the capital Kigali and Kibungo Hospital in the Ngoma district of the Eastern Province.

Staff comments

1. Source ID #195880 states that the MoU would lead to the deployment of the 22nd medical team to Rwanda. However, according to other sources like Source ID #195156 and #197734, the 22nd team had already been sent to Rwanda. Thus, the MoU most likely agreed to dispatch of the 23rd medical team. Hence, AidData has coded that the MoU signed on September 7, 2022, was a pledge to dispatch the 23rd medical team.
