Staff comments

1. It was reported that the value of the donation was 23 billion ("milliard" in French) CFA francs, which does not seem to align with the value of the donated materials. Therefore, AidData has assumed the value of the donation to be 23 million CFA francs, rather than billion, which better aligns with the types of materials donated and other similar transactions, such as AidData Record ID #56773.
