Prior to December 2001, the city of Dongying, China pledged to donate and construct a Chinese Pavilion in Midland, Texas in celebration of the 15th anniversary of their sister ties. The pavilion was constructed in Beal Park located just northeast of the intersection of Highway 80 and Loop 250. Construction was implemented by five Chinese artisans, while Midland was responsible for building the footings and foundation, caring for the artisans and issuing them tools and equipment, landscaping the area around the pavilion, providing a security system, and for perpetual maintenance. By 2009, the pavilion had received heavy damage. Midland forced to spend $80,000 USD via previous bonds to recreate it as an exact replica of the original, as repair was too expensive.
