On March 16, 2022, the Panama Maritime Authority announced the release of the 2022 round of the China-Panama Maritime Scholarship Program. The Chinese Ministry of Transport will grant scholarships to 8 selected Panamanian students, which for each student will fund 2 years of Master's degree studies in maritime, logistics, and port topics from the Dalian Maritime University in Dalian, China. This grant is the annual execution of the agreements within the Memorandum of Understanding on the Implementation of the Maritime Scholarship Program originally signed on June 26, 2019. Due to COVID-19-related setbacks, the 2022 round of studies funded by the program will be held virtually. To qualify for selection via the application process, applicants must be documented Panamanian citizens, of legal age, under 35 years of age. Applications must also have certification of good mental health, possess a university-level degree in related subjects, and have advanced English skills. More information on the impact of COVID-19 on the program is available in previous records.

Transaction amount excluded because whether or not additional elements (housing, dining, etc.) are included in the 2022 round of scholarship is unknown given that studies were held virtually. Assumed to include more than students' tuition. AidData estimates grant for tuition costs alone at 416,000 RMB: (Yearly tuition per student) x (amount of years for degree) x (amount of students receiving scholarship) = 26,000 * 2 * 8 = 416,000 RMB
