Staff comments

1. Commitment, implementation, and completion dates estimated as 04/24/2013 based on {{Source ID#199907}} which states anniversary of Chinatown in Chicago is on 04/24. AidData has assumed this donation was made in or around that timeframe. This issue merits further investigation.
