Staff comments

1. According to the Indianapolis - Hangzhou Sister City Facebook post, the donation was in shipment at the time of posting (4/20/2020). AidData can accurately determine the commitment date (4/8/2020), but the actual start and end dates are estimated shortly after the association's Facebook post. More information is needed to pinpoint the real implementation dates. 2. The transaction value of $7,000 is estimated using AidData's COVID Transaction Estimator: $0.7 per N95 mask * 10,000 N95 masks = $7,000.
