In 2015, the Musser Library in Muscatine, Iowa, received 500 books as part of a cultural exchange program with China. This donation was the first of the exchange, as the Musser Library collection of "Window to Shanghai" donations later grew to 538 books. On July 17, 2015, Mayor DeWayne Hopkins met with the Muscatine Center's Board of Directors for its grand opening in Jinan, China, and signed an agreement to begin a communications process for business and friendly relations between the two cities. This trip to China began in Shanghai; on this trip, Mayor Hopkins exchanged gifts with various representatives from China.
