Narrative

Full Description

Project narrative

On January 24, 2022, the Ambassador of China to Panama, Wei Qiang, delivered a donation of 50 solar panels to the Panamanian Government, intended to promote the use of renewable energy, particularly in rural areas. The delivery was distributed by Shanghai City Hall, and received by José Luis Fábrega Polleri, the Mayor of Panama City, Panama. Then on April 4, 2022, Panama's Foreign Minister, Erika Mouynes, met with Wang Yi, State Councilor and Chinese Foreign Minister, to discuss cooperation, trade and investment, and generalized political dialogue. The meeting was held in Tunxi, Anhui Province, China. One meeting outcome was a cooperation agreement in which China confirmed their past completion of delivery/donations of solar panels— the January 24, 2022 delivery was of the most notable. Another notable donation of solar panels from the Chinese Embassy to Panama was delivered on December 3, 2019. Other outcomes of the April 4th meeting include progress on addressing China's requested support for the Neutrality Protocol of the Panama Canal Treaty, Panama's confirmation of the certification process renewal for their provision of pork, chicken, and seafood plants, and the delivery of various other tools/goods intended to aid development efforts — confirmed within the same cooperation agreement.

Staff comments

1. The cost equivalent of the grant cannot be estimated due to the lack of available information on particular solar panels/installations. 2. Whether the April 4, 2022 cooperation agreement implies an association/link between Record ID#103291, Record ID#103228, Record ID#103229, Record ID#71340, and Record ID#103230 is unclear.
