Project narrative

On July 19, 2017, the governments of Changsha and Saint Paul, Minnesota signed a gift exchange in which St. Paul would receive a replica of the famed Aiwan Pavilion, which includes an entrance arch, a pagoda-like lakeside pavilion and a Hmong cultural plaza, known as the St. Paul-Changsha Chinese Garden that would go in Phalen Regional Park. Construction officially began in August 2018 and the grand opening of the garden was held on July 13, 2019.
