Staff comments

1. AidData was unable to estimate the donation size. This information gap warrants further investigation. 2. It is unclear in the sources if the donation left the Chengdu International Railway Port on May 20 or if it was delivered on May 20. AidData uses that date to estimate a commitment and implementation date, but it will be identified as an estimation until further investigation.
