Project narrative

On May 27, 2022, representatives of the Chinese government and the Republic of Kiribati signed an implementation agreement for the first phase of the South-South Cooperation Photovoltaic Material Assistance Project to Combat Climate Change. This agreement is specifically for the Household Photovoltaic Power Generation System Sub-Project. Previously on April 28, 2022, both parties signed a cooperation document on the South-South Cooperation Material Assistance Project on Climate Change (see Record ID#104070). This implementation agreement specifies that the Household Photovoltaic Power Generation System Sub-Project is the first phase of the larger South-South Cooperation on Climate Change between China and Kiribati. The goal of this implementation agreement is to help Kiribati improve its ability to address climate change by providing household photovoltaic power generation systems and cement for building seawalls to assist with seawater erosion on the island. A delivery ceremony was held in Beijing on April 11, 2023 to document the shipment of 5,000 household photovoltaic power generation systems and 300 tons of cement for building seawalls. This implementation agreement and the South-South Cooperation on Climate Change are a part of China's "Ten Hundred Thousand Initiative" (十百千). This initiative was first introduced by President Xi Jinping at the 2015 Paris Climate Conference. The goal of the initiative is to "set up 10 pilot low-carbon industrial parks and start 100 mitigation and adaptation programs in other developing countries and provide them with 1,000 training opportunities on climate change" {Source ID #203145} in order to promote international cooperation in clean energy, disaster prevention and mitigation, ecological protection, climate-resilient agriculture and low-carbon smart urban construction.
