Project narrative

On April 14th 2023, representatives of China National Petroleum Corporation, Yagshygeldi Kakayev International University, and Hebei Petroleum Vocational and Technical University and Xi'an Petroleum University met virtually to discuss the construction of a Lu Ban workshop at the university. On October 18, 2024, a Memorandum of Understanding was signed between Yagshygeldi Kakayev International Oil and Gas University, Xi'an Petroleum University, Hebei Petroleum University of Technology, the China Education Association for International Exchange, and CNPC regarding the workshop. In March of 2025, the workshop opened. The workshop offers bachelor's, master's, and vocational programs. The details of the funding of the workshop are unclear.

1. Luban Workshop (鲁班工坊) is a technical assistance program started by Tianjin's Vocational Institute in BRI countries. While it is an important Chinese foreign policy objective, the workshop is not funded through a specific fund or a government entity. Instead, it is heavily dependent on each project. While the Chinese government may directly fund some projects, Chinese SOEs or the specific vocational schools in Tianjin may fund others. As a result, AidData assumes an unspecified Chinese government agency has funded the project.
