Project narrative

On September 5, 2012, the Government of Mozambique signed an RMB 230 million ($35 million) government concessional loan agreement with China Eximbank for the Data Center and Shared Infrastructure of Electronic Government Project. The loan carries a 20 year maturity, a 7 year grace period, and an unknown interest rate. Its first scheduled principal payment date is March 21, 2020 and its last scheduled principal payment (maturity) date was November 21, 2032. The loan's (principal) amount outstanding was $24,596,304 as of December 31, 2022. The purpose of the project was to build a data center and rollout an e-government project. Huawei was responsible for project implementation. By December 21, 2015, it completed the construction of Mozambique's National Data Center, located in the capital Maputo. A ceremony was held on the same day, attended by officials such as Chinese Ambassador Su Jian and Prime Minister Carlos Agostinho do Rosário of Mozambique. The progress of the electronic government project component is unknown.
