In June 2006, the Chinese Government signed a grant agreement with the Government of the Republic of Congo for the Oyo Water Supply Project. China’s Ministry of Commerce (MOFCOM) was the source of grant funding and it reportedly committed CFA 2.3 billion in total. The purpose of the project was to improve potable water supply in Oyo. The project, which was located in the town of Oyo, included a 500m³ water tower, water treatment room, integrated pump room, generator room, 400m³ clear water pool, 50m³ waste water pool, water source well pumping station and ancillary works, three pump rooms of water well outside the water plant and 11km outdoor water supply pipe line. In addition, it included the construction of a water plant to supply water to local residents. Weihai International Economic & Technical Cooperative Co., Ltd. was the contractor responsible for implementation. It signed a construction contract on December 3, 2008. The project commenced on December 19, 2008 and was completed in May 2010. It was officially handed over to the Congolese authorities on March 25, 2011.

The French project title is Projet d’adduction d’eau potable à Oyo or La réalisation du réseau d’adduction d’eau potable de Oyo. The Chinese project title is 中国援刚果(布)奥尤供水项目 or 援刚果(布)奥约市供水项目 or 奥约供水项目 or 援刚果(布)奥约供水项目. There are some indications that this project may have been partially financed with the proceeds from an interest-free loan that was signed on March 23, 2008 (see Record ID#30494). However, AidData has not yet independently confirmed that the Congolese authorities drew down on the March 23, 2008 loan to support this project, so it is coded as grant-financed for the time being.
