Project narrative

On February 10, 2023, China Eximbank and the Government of Cambodia signed an RMB 1,138,636,000 government concessional loan (GCL) agreement for the Dang Kambit Reservoir Development Project. The loan carried the following borrowing terms: a 20-year maturity, a 7-year grace period, and a 1.25% interest rate. During calendar year 2023, China Eximbank disbursed RMB 341,590,800 in support of the Dang Kambit Reservoir Development Project. As of early 2024, the lender planned to disburse RMB 341,590,800 in 2024, RMB 227,727,200 in 2025, and RMB 227,727,200 in 2026. The purpose of the project is to construct several dams in Kampong Thom Province that measure a total of 2,680 meters. The project includes: (a) the construction of a 50-meter concrete dam with a maximum height of 30 meters and a back width of 7 meters, (b) the construction of a 1,136-meter land dam (left side) with a maximum height of 17 meters and a back width of 7 meters, (c) the construction of a 1,188-meter land dam (right side) with a maximum height of 17 meters and a back width of 7 meters, and (d) a 306-meter-long span structure with a maximum height of 17 meters and a back width of 7 meters, featuring 21 (12-meter x 12-meter) sluice gates, which are flat steel gates. The project also involves the construction of several roads, including: (a) the construction of a new 3.1 km road to the left dam site, (b) the construction of a 10.5 km access road to the dam site, and (c) the construction of a new 3 km (7-meter-wide) road to the right dam site. The project’s originally scheduled commencement and completion dates were February 1, 2024, and December 19, 2029, respectively. A groundbreaking ceremony took place on February 1, 2024. The project was 52.8% complete as of April 1, 2025.
