Narrative

Full Description

Project narrative

On November 23, 2023, China's Ministry of Science and Technology signed an memorandum of understanding with Uruguay's Ministry of Education and Culture committing RMB 2,000,000 to Uruguay to aid with the construction of a joint nano-pharmaceutical laboratory between the two nations. Uruguay's Ministry of Education and Culture agreed to facilitate the agreement's implementation. The joint laboratory will be established between Uruguay's University of the Republic and China's Qingdao University. Both institutions will collaborate using their own available resources. For Qingdao University, this includes a 3000 sq meter laboratory, research equipment, and 38 researchers, while the Chemistry Department of the University of the Republic will promote cooperation through its own researchers and graduate students. A media source from July 2024 notes that the laboratory will be established in 2025 (Source ID #212818).

1. Project title in English is Memorandum of Understanding to Co-establish the Uruguay-China Joint Laboratory in Bio-Nano-Pharma. Project title in Spanish is Memorándum de Entendimiento para Co-establecer el Laboratorio Conjunto Uruguay-China en Bio-Nano-Farma. Project title in Mandarin Chinese is 共建乌拉圭-中国生物纳米制药联合实验室谅解备忘录. 2. Unofficial media sources note that USD 7,000,000 has been spent on this agreement. This figure appears to include research equipment already present at Qingdao University in China, and does not represent cross-border financial flows. AidData relies on the official source and its more conservative estimate of RMB 2,000,000.
