Project narrative

In 2008, the Chinese Government provided a grant to the Government of the Republic of Congo provided a grant for the Rural Primary School Construction Project. The source of funding for this project was China’s Ministry of Commerce, but the monetary value of its grant commitment is unknown. This commitment fulfilled a pledge that was first made at the Beijing Summit of the China-Africa Cooperation Forum in November 2006. This project involved the construction of three ‘Sino-Congolese Friendship Schools’: one at PK 45 in the village of Ignié; one in the village of Nganga-Lingolo in the southwestern outskirts of the capital city of Brazzaville; and another in the village of Massengo (Masengo) in the northern outskirts of the capital city of Brazzaville. Each school occupies an area of 1,000 square meters and features ordinary classrooms, music classrooms, library rooms, offices, and outdoor basketball courts. Weihai International Economic & Technical Cooperative Co., Ltd (WIETC), which is also known as Zhengwei Techinque Congo, was the contractor responsible for implementation. A formal groundbreaking ceremony took place on April 8, 2008. However, a project design and implementation contract was not signed until July 10, 2008. The project was officially completed and handed over to the Congolese authorities on June 9, 2009.

Staff comments

The Chinese project title is 援中刚3所友谊学校项目 or 援刚果(布)3所农村学校项目。The French project title is l’Ecole Amitié Congo-Chine de Nganga Lingolo or l’Ecole Amitié Congo-Chine de Massengo or l’école de l'amitié sino-congolaise au PK 45. There are some indications that this project may have been partially financed with the proceeds from an interest-free loan that was signed on March 23, 2008 (see Record ID#30494). However, AidData has not yet independently confirmed that the Congolese authorities drew down on the March 23, 2008 loan to support the Rural Primary School Construction Project, so it is coded as grant-financed for the time being.
