Project narrative

On February 27, 2023, training for the first batch of operation and maintenance personnel for the Jakarta-Bandung High-Speed Railway officially began in Madiun, East Java Province, Indonesia. The opening ceremony was attended by representatives from the Land Transportation Human Resources Development Center, Indonesian National Railways, Indonesia-China High-Speed Railway Company (KCIC), China Railway International Co., Ltd., and Meton Indonesia Railway Vocational and Technical College (PPI). The training was provided by Southwest Jiaotong University, Tianjin Railway Technical and Vocational College, and China Railway – Beijing, with additional support from the Jakarta-Bandung HSR construction companies. A total of 173 Indonesian trainees will be trained in the first batch, focusing on four professional positions: high-speed train drivers, operation control center dispatchers, emergency duty personnel, and high-speed train mechanics. At present, the preparatory work for the subsequent three training courses for Indonesian trainees has also been started, and a total of more than 600 Indonesian operation and maintenance personnel will be selected and trained to provide professional talents for the construction and operation of Jakarta-Bandung High-Speed Railway. Training will involve four months of online theoretical training, followed by practical training on the Jakarta-Bandung High-Speed Railway. The duration of theoretical training varied from one to six months depending on the profession. Classes were conducted online with real-time translation from Chinese to Indonesian, supported by two in-class interpreters and additional written translators. The training curriculum included four modules: (1) Indonesian railway regulations taught by the Indonesian Railway Polytechnic, (2) professional knowledge from Tianjin Railway Technical and Vocational College and Southwest Jiaotong University, (3) safety and regulations from China Railway – Beijing, and (4) practical skills from China Railway – Beijing. Upon successful completion, participants received competency certifications. Selected high-achieving graduates were invited to join a “Training of Trainers” program to become future instructors for Indonesia’s high-speed rail sector. The program was part of a larger initiative by PT Kereta Cepat Indonesia China (KCIC) and HSRCC, aimed at developing a local workforce of 1,452 qualified personnel for the Jakarta-Bandung High-Speed Railway operations, with a focus on technology transfer and knowledge sharing from Chinese experts to Indonesian participants.
