Project narrative
On February 10, 2023, China's Ministry of Commerce and Cambodia's Foreign Ministry signed an agreement to finance the construction of Phase 2 of the Kratie University Project in Krong Kracheh, Cambodia. Phase 1 of the project (captured in Record ID#65142) was completed in 2018 with the construction of one library, one language lab and IT studies building, a president building, one multipurpose building, one hall, two classroom buildings, two labs, one mechanical building, one canteen, and an electricity and water supply building. Phase 2 of the project consists of constructing four student/faculty dormitory buildings, a basketball court, an agricultural science laboratory, a food science laboratory, and improving the campus drainage system. The dormitories will have the capacity to house 70-100 teachers and 250-300 students. The cost of the project is $8 million. The groundbreaking ceremony for Phase 2 took place on January 31, 2024, and reports from April 2025 indicate that construction is 70% complete. The original completion date for the project was set to July 2025.

The Chinese project title is 桔井大学发展项目二期. Project name in Khmer is ដំណាក់កាលទី២ នៃគម្រោងសាកលវិទ្យាល័យក្រចេះ. 3. It is unclear if MOFCOM provided a grant to cover the full reported project cost ($8 million). This issue warrants further investigation.
