Project narrative

In 2023, China Eximbank signed an RMB 429 million overseas investment loan agreement with Laos-Cambodia Border Power Transmission and Transformation Co., Ltd. (老挝-柬埔寨边境输变电有限公司) — a special purpose vehicle and joint venture of Électricité du Laos (EDL) [30 percent equity stake] and YEIG Investment (HK) Co., Ltd) [70 percent equity stake] — for the 500kv Attapeu-Banna-Banthad Transmission Line Construction Project. The borrowing terms of the loan are unknown. The purpose of the project, which was undertaken on a build-operate-transfer (BOT) basis, was to construct a 201.37 km, 500kv power transmission line that links Phouvong substation in the Khong district of Attapeu province to the Banna and Banthad substations in Champasak province and and terminates at the country’s border with Cambodia. Upon completion, the transmission line was expected to transmit over 3.2 billion kWh of electricity annually. China Gezhouba Group Co., Ltd (CGGC) was the EPC contractor responsible for project implementation. The transmission line was put into operation on January 3, 2023.
