Project narrative

On January 13, 2023, the China Academy of Water Resources and Hydropower Research and China Water Resources North Survey, Design and Research Co., Ltd. — two entities fully controlled by the Chinese Ministry of Water Resources — co-financed the Lancang-Mekong Sweet Spring Water project (澜湄甘泉) in Longjing Village, Namben Village and Bagalong Village in Phongsali County, Laos. The monetary value of this project is unknown. Nam Ou River Basin Hydropower Co., Ltd, — a special purpose vehicle created by Powerchina Resources Ltd. (85% ownership stake) and EDL-Gen (15% ownership stake) for the financing, development, and operation of the Nam Ou Hydropower Project — was responsible for implementing the project. The purpose of the project was to resolve villagers difficulty in obtaining water and unclean drinking water by constructing 3 deep wells, pump rooms, high-level water tanks and water supply systems. Nam Ou River Basin Hydropower Co., Ltd, also installed roughly 70 sets of wall-mounted ultrafiltration water purification equipment. The handover ceremony was held in Phongsaly County on October 20, 2023.

1. This project occurred for the first time in Laos in the Hak Village in Luang Prabang Province in 2021. 2. The Chinese title of the project is 澜湄甘泉 or 澜湄甘泉”行动计划农村饮水安全技术示范工程项目. 3. The first phase of the Lancang-Mekong Sweet Spring Water project was carried out in Laos, Cambodia and Myanmar from 2020 to 2022. The goal of the project was to address difficulty in accessing water, rainwater collection and purification, and unsterilized water sources.
