Project narrative
On April 6, 2020, China’s Ministry of Commerce (MOFCOM) and the Government of Rwanda — represented by the Ministries of Finance and Economic Planning, Health and Rwanda Housing Authority (RHA) — signed a $42 million implementation agreement for the Masaka Hospital Renovation and Expansion Project. MOFCOM agreed to provide a $42 million grant for the project. The project scope involves the renovation and expansion of Masaka District Hospital in Kicukiro District, Kigali City. More specifically, it involves the expansion and renovation of the existing 6398-square-meter Phase 1 Masaka District Hospital into a large modern hospital with a total construction area of more than 56,000 square meters and a total hospital bed capacity of 837. The hospital is also expected to include an outpatient building, emergency building, a pediatric department, an infectious department, an air compressor room, an oxygen generator station, a radiology department, a blood bank, a laboratory department, a central sterile supply department, and ultrasound and functional examination rooms. Upon completion, the facility is expected to become the largest full-fledged general hospital and the top teaching hospital in Rwanda, and a vital medical hub in the Great Lakes region. China IPPR International Engineering Co., Ltd (中国中元国际工程有限公司) is the contractor responsible for project design. Shanghai Construction Group is the contractor responsible for project implementation. A groundbreaking ceremony took place on March 30, 2023. The project’s originally scheduled completion date was July 2025.
