Project narrative

In February 2007, President Hu Jintao on a state visit to Mozambique announced after discussions with Mozambican President Armando Guebuza that China EximBank will provide a $40 million USD soft loan for Mozambican public infrastructure. On February 8, 2007, China Eximbank and the Government of Mozambique signed a RMB 308,800,000 Government Concessional Loan (GCL) agreement to construct the Attorney General Building and the relevant residences. The maturity is 20 years and the grace period is 5 years. The purpose of the project is to construct the Attorney General Buiding, Ministry of Justice Building, and Mozambique Anti-Corruption Office The implementing agencies are China's Complant and Mozambique's Camara de Comercio de Mozambique (CCM). On August 26, 2008, construction began, and it was expected to finish in 2 years. On February 10, 2011, the buildings were inaugurated.

The RMB 308.8 million China Eximbank loan is not included in the database of Chinese loan commitments that SAIS-CARI released in 2020 and re-released in 2021. Nor is it included it in the China’s Overseas Development Finance Dataset that Boston University's Global Development Policy Center published in December 2020.
