On November 18, 2005, Namibia and the Chinese Government signed a cooperation agreement on economic and trade matters, with a focus on vocational training for young Namibians in technical fields. The agreement also emphasized cooperation in mining exploration, agriculture—particularly irrigation—and the processing of agricultural products such as grapes, as well as human resource training. The agreement was concluded at the National Planning Commission. At the end of the meeting, both parties reached a consensus to cooperate and form joint ventures in five areas of economic interest. In the education sector, the two parties agreed that Namibia would send students and teachers to China for a five-year agricultural training program. It is unclear whether the training program was implemented.
