Description

In 2010, Uganda offered Chinese firm Huawei technologies without competitive bidding the right to spearhead digital migration after securing a loan for the project from the China Exim Bank. In 2011, due to the lack of competitive bidding, which is required by the constitution, and the cost of the project, which was speculated to be higher than it should be, the Ugandan government cancelled the loan and Huawei's participation in the project.
