In November of 2007, the Minister of Equipment Harouna, Mayor Abdoulaye Issa of Niamey Commune IV, and Governor of Niamey Tahirou Amadou gave speeches that referenced 'recent, ongoing, and future' projects. One of such projects was an embassy building with a housing complex to accommodate all staff members .
