On December 14, 2006, the Chinese Government granted $7.66 million USD to Rwanda for the construction of a new Ministry of Foreign Affairs (MINAFET) headquarters in Kigali. The project was implemented by Beijing Construction Engineering Group Co., Ltd. (BCEG). Construction began on December 22, 2006.
