Project narrative

In February of 2007, government officials of China and Seychelles signed a series of five agreements, one of which included a $1.5 million USD grant for balance of payment support. It is unclear how exactly the funds were used. The accords were signed by Seychelles Minister for Industries, Investment and Technology Jacquelin Dugasse and China's Minister for Commerce Bo Xilai.
