On July 30, 2009, the Chinese Government and the Government of Nigeria signed a grant agreement worth 500 million naira for the Rural Primary School Project. The agreement was signed by Minister of State for Education, Hajiya Aishatu Dukku. This project involved the construction of four rural primary schools with blocks of classrooms & staff rooms in Kaduna State, Katsina State, Ogun State and the Federal Capital Territory (FCT). Each school has a block of six classrooms, one administrative block, seven toilets, one borehole, furniture for pupils, a car park and an all round fencing. 3 Chinese contractors were involved in implementation: China Civil Engineering Construction Company (CCECC), Anhui Construction Engineering Group Company and Guangdong Xinguang International Group. CCECC was responsible for the schools in Kaduna and Katsina State. Anhui Construction Engineering Group Company was responsible for the Nyanya primary school in Abuja (FCT). Guangdong Xinguang International Group was responsible for the school in Ogun State. This project was officially completed and handed over to the Nigerian authorities on February 23, 2012. Upon completion of the project, the Chinese Government and the Nigerian Government discussed a proposal for the construction of more primary schools in Kebbi, Yobe, AkwaIbom, Cross River, Enugu, Benue and Delta states.
