Project narrative

On November 17, 2009, it was reported that China signed an agreement loaning $230 million to the Government of Sudan for unspecified oil and gas projects. It is unclear whether these funds were actually committed or disbursed. At the same meeting, officials signed an 80 million RMB grant (see Record ID#2449).
