Project narrative

In 2010, China Eximbank signed an agreement committing to provide a $10 million USD government concessional loan (GCL) to the Government of Sudan for Phase II of the Higher Education and Government Affairs Integrated Information System Project. The loan carries a 15-year maturity, 5-year grace period, and 2% interest rate. On 21 January 2011, Sudan's Council of Ministers approved of this GCL, and the Sudan legislature passed a law ratifying on 9 May 2011. This problem involved upgrading the information technology systems in the education and government sectors. All other project details are unknown.

Staff comments

The Chinese project title is 苏丹高等教育与政务综合信息系统项目(二期). The Arabic project title is اتفاقية قرض امتيازي حكومي بشان مشروع نظام المعلومات المتكامل للتعليم العالي والحكومة (See: تاريخ المصادقة). SAIS-CARI's Chinese Loans to Africa Database calls this the "IT system for education and administration" project. The All Africa article posted on Factiva says that the loan was supposed to "be repaid within 20 years." The Chinese Loans to Africa Database says that the repayment term was 15 years. Therefore, we know that the grace period is 5 years.
