Project narrative

On October 10, 2002, the Chinese Government committed RMB 12 million for the provision of Jiefang garbage trucks to the Government of Uganda. Then, on December 8, 2003 at City Hall, Kampala, the Chinese Ambassador, Li Qiangming handed over 30 Jiefang garbage trucks to Finance, Planning, and Economic Development Minister Gerald Ssendaula. 20 of the garbage trucks were given to the Kampala City Council (KCC), with 2 each going to Jinja, Mbarara, Mbale, Entebbe and Masaka.

Staff comments

The formal grant agreement title for this project is "30 KCC Jiefang Tippers 2002." Tippers are a type of truck manufactured by Jiefang. The Aid Management Platform (AMP) of the Government of Uganda's Ministry of Finance, Planning, and Economic Development recorded the total grant commitment value as $1,448,026.70. It also indicates that $1,372,104.35 USD was disbursed through this grant agreement. On May 18, 2009, a member of Uganda's Parliament named Hood Katurama complained that these Jiefang garbage trucks were no longer functional and they needed to be replaced.
