Project narrative

On May 13, 2013, the Chinese government announced a 5 billion RWFR grant to the Rwandan government to cultivate, process, and utilize bamboo in Rwanda. According to the Chinese Embassy article, the project was under implementation on June 5, 2015, as the Chinese Ambassador Shen Yongxiang visited the bamboo cultivation demonstration site; however, it is unknown if this grant was ever dispersed. The announcement for this grant was made at the 7th Joint Committee session between Rwanda and China and was attended by Honorary Professor Silas Lwakabamba, Minister of Infrastructure and Mr. Li Jinzao, the Vice- Minister of Commerce of China. This project is part of a larger Chinese initiative in Rwanda, called the Bamboo Aid Project (captured in #17195), which seeks to increase cultivation and production of bamboo in Rwanda. At the same 7th Joint committee session, China and Rwanda signed an agreement on economic and trade cooperation with a grant of RMB 50 million provided by Chinese government to Rwandan government (#30637) and an exchange of letter for technology cooperation on MINAFFET building (#30642).
