Project narrative

On November 18, 2013, the Chinese Government and the Government of Namibia signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 150 million of grant funding for 3 projects: Phase 2 of the National Youth Service College Construction Project (recorded in Record ID#31058), the Borehole Drilling Project (recorded in this project), and Swakopmund to Henties Bay Road Upgrading Project (recorded in Record ID#35254). However, Namibia’s Office of the President later reported that the RMB 150 million grant commitment would be used solely for the road upgrade between Swakopmund and Henties Bay (recorded in the linked Record ID#35254). The purpose of the Borehole Drilling Project was to drill boreholes in all 14 regions of Namibia. It is unclear how this project was funded, as well as if this project was ever implemented.
