Description
On July 21 2011, China Eximbank and the Republic of Cameroon signed a government concessional loan (GCL) agreement [CHINA EXIMBANK GCL NO.24 (2011) TOTAL NO.(374) NO. (1420303052011111204)] worth RMB 433 million for the E-Post Project. The terms of the loan are as follows: interest rate of 2%, maturity of 20 years, grace period of 5 years, management fee of 0.3%, and commitment fee of 0.3%. The proceeds from this loan were on-lent to the Cameroon Postal Services (CAMPOST) to build a data center, data communication network, internal communication system, and customer service. The goal of this project was to modernize CAMPOST's telecommunications infrastructure.On August 1, 2009, CAMPOST and Huawei Technologies, the project implementer, signed a commercial telecommunications contract worth $65,560,000 USD, which was fully funded via the China Eximbank GCL. The project entered implementation in October 2011 and was completed on December 31, 2012.
