Project narrative

On December 21, 2009, China Eximbank and the Government of Cambodia signed a $31,014,469 preferential buyer’s credit (PBC) agreement for the Kampong Trabek River Flood Control Project. The agreement was signed by Cambodian Secretary of State and Minister of Economy and Finance, H.E. On Poan Monirath and the Chairman of China Eximbank, Mr. Li Ruogu. The proceeds from the loan were used to partially finance an EPC contract with Guangdong Construction Engineering Construction Co., Ltd. (GDFC). The purpose of this project was to improve flood control standards and upgrade land utilization, cultivation conditions, and grain output in Prey Veng Province. It involved the construction of a flood control dyke on both banks of Preaek Tra Beak river together with field irrigation and drainage system so as to provide an irrigation water source and ensure drainage capability. GDFC was the contractor responsible for implementation. The project commenced on November 24, 2010 and was completed by March 21, 2015.
