Project narrative
On June 26, 2008, the Chinese Government and the Government of Seychelles signed a grant agreement for the Anse Royale Hospital Rehabilitation Project. China’s Ministry of Commerce was the source of funding and it committed $3.5 million of grant funding in total. This project involved the rehabilitation of the country’s second-largest (54-bed) hospital (Anse Royale Hospital), which is located on Baie Lazare Route in the Anse Royale administrative district. It has a rehabilitation and physiotherapy room, a labor room, an accident and emergency unit with a special treatment room and its own reception as well as an operating theatre and X-ray facilities. China Qingdao Construction Group Corporation (now known as Qingjiang Group), which was a state-owned enterprise until 2015, was the contractor responsible for implementation. The foundation-laying ceremony was held on June 16, 2009, but construction did not start until July 9, 2009. Construction was completed on April 19, 2011 and an opening ceremony for the hospital was held on June 15, 2013. As of 2015, the hospital reportedly suffered from a lack of fans, air conditioners, and space.

The Chinese project title is 安塞医院项目 or 援塞舌尔安塞罗亚莱区医院项目. According to archival records, the provision of medical services at Anse Royale started in 1906 when a dispensary was created and a resident British medical officer was posted to serve the south region of Mahé.
